(b)Qualification requirements to be met to implement government procurement policies: (1) Implement the quota reservation measures, increase the share of smes in government procurement, and support the policy of smes: This project is specifically for the procurement of smes, and no price discount will be implemented for the products of smes during the review. (2) Support welfare units for the disabled and treat them as small and micro enterprises;

(c)本项目的特定资格要求：1、未被“信用中国”（www.creditchina.gov.cn）、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法失信主体、政府采购严重违法失信行为记录名单；
2、须系我国境内依法设立的法人或非法人组织；
3、本项目不允许转包。

(c)Specific qualification requirements for this program: 1. Not included in Credit China (www.creditchina.gov.cn) and China Government Procurement website (www.ccgp.gov.cn) in the record list of persons subject to enforcement for trustbreaking, major tax law and trustbreaking subjects, and serious illegal and trustbreaking behaviors of government procurement; (2) It must be a legal person or an unincorporated organization legally established in China; 3. Subcontracting is not allowed for this project.
